Decipgering Haiti coverage.

Has anybody noticed  in the coverage about Haiti, the  reluctance of  
the US and other Air Forces to make air drops of food and medicines   
for fear of producing " riots and looting" because  military force is  
not on place to prevent them.
It is interesting to compare this with a report  just now on the BBC  
World Service that folk are queuing up patiently  to collect water  
from infprmal points where some bright individual has broken into a  
water mains.
