CAP payments details withdrawn

Details of payments under the  Common Agricultural Policy of the  European Union to UK Farmers, landowners and to food and bio-fuel manufactrurers have been removed from the Defra web site.  A notice informs viewers of www.cap-payemts.defra.gov.uk -

            "The European Court
                of Justice (ECJ) has made a judgement that invalidates parts of the EU legislation
                that requires Member States to publish the data of beneficiaries of CAP funds (see
                judgement
                in full

            The ECJ judgement
                concluded that the European Commission and the Council imposed excessive requirements
                on the publication of data for individual beneficiaries (natural persons) that has
                exceeded the limits imposed by the principle of proportionality. As such, the Commission
                has requested that all Member States suspend publication of data on individual beneficiaries
                (�natural persons�); but allows the continued publication of data on companies (�legal
                persons�). As it is technically and administratively not feasible for us to separate
                this information we are consequently suspending access to all the data. The Commission
                are now drafting amended regulations to put before the Council and European Parliament.
            
        
        
            The UK will be studying
                the ECJ judgement carefully to ensure
                that within
                    the new legal
                    framework 
            we adopt the best
                approach to achieving greater transparency and openness in the use of EU funds.
                The UK has consistently supported the provision of this data. We will be negotiating
                for a revised legal framework that supports this in a cost effective way, or at
                a minimum does not prevent individual Member States from providing transparency.

              However  a 
taxpayer, concerned at the scale of the UK 
payments  has listed those
organizations receiving CAP payments of £1million or more annually.

             The
scheme cost British taxpayers £3.9billion in 2009 including a £200million fine on
 the Defra offshoot, the  Rural Payments Agency, imposed  by the European Commission for inefficiency.

   There wass no proposal in the recent Government Annual Spending Review to cut these payments.


              The
total disbursed rose between 2008 and 2009 by 23%.

 

              Trailed as a scheme to compensate
struggling farmers, the scheme now supports individual owners of vast estates,
many of them traditional landowners inheritors titles , country houses and vast
fortunes .  Food manufacturers like Kraft
Foods are among.the beneficiaries.

 

 But not  only food manufacturers but giant
corporations manufacturing bio- fuels   

 Receive payemts in
millions.  Thelarge4st beneficiary in
2009 was British Sugar plc,

Which received the record total of £81million .   This is believed to relate to the opening in
2007 of their giant ethanol producing plant in Norfolk.


 

Among other surprising beneficiaries are the National Trust, Royal
Society for the Protection of Birds, Jonjo O’Neill Racing Ltd, and the Surrey
Wildlife Trust.
Theland uased for racing 'gallops' does  not qualify for payments, however the owners of the estimated 900,000 acres of 'pony paddocks' qualify under the terms of the  CAP payments  regime costing taxpayers some £30million  each year. 


 

 IN 2009 HM The Queen
received  £792,000 for privately owning
Sandringham Estates. Prince Charles is beneficiary of  £539,000 for the Duchy of Cornwall and
another £42,000 payment to the  Duchy of
Lancaster estates.

 

Richard Drax MP is the beneficiary of the Drax Farm Estates annual CAP payment
of £417,000.

 

The funds do not originate in Europe
but from the little publicised UK
taxpayers' annual ‘entrance fee’ to the European Union of some £13 billion.  This month it was announced that this amount was
scheduled to rise in the future by 3 per cent, ( £400 million ).
