a Peoples' Assembly to replace the Lords

The House of Lords has no effective Speaker who can control debate.
No committees to call ministers to account.
and no mechanism for being accountable to the people of Britain.
But they do look yummy in their red  dresses.
Is it beyond the imagination of people to form an assembly which holds the Commons to account and 
cuts the City down to size ?
