St Paul's camp faces fresh legal action

LONDON | Tue Nov 15, 2011 3:56pm GMT
(Reuters) - London city authorities said on
Tuesday they were resuming legal action to try to
shift anti-capitalism protesters who have set up camp at St Paul's Cathedral.
Around 200 tents have been pitched close to St
Paul's after protesters were last month denied
access to the nearby London Stock Exchange. The
protests were inspired by the "Occupy Wall
Street" movement whose New York camp was
dismantled by police in the early hours of Tuesday.
"We paused legal action for two weeks for talks
with those in the camp on how to shrink the
extent of the tents and to set a departure date -
but got nowhere," said Stuart Fraser, policy
chairman of the City of London Corporation.
"So, sadly, now they have rejected a reasonable
offer to let them stay until the New Year, it's
got to be the courts," he added.
The legal process was scheduled to begin on
Tuesday with a letter asking for protesters to
move tents and equipment which could be followed
by a court order if protesters fail to comply.
"We are getting reports about vulnerable people,
cases of late-night drinking and other worrying
trends, so it's time to act. It will clearly take
time but we are determined to see this through," said Fraser.
A spokesman for St Paul's said the chapter, or
cathedral's authorities, would meet on Wednesday
morning to consider their response.
The cathedral suspended its own legal action on
November 1 after the resignation of its dean Graeme Knowles.
The presence of protesters at the landmark 17th
century church in the heart of London's financial
district has posed a dilemma for the Church of England leadership.
Early on Tuesday, police wearing helmets and
carrying shields evicted protesters from a park
in New York's financial district.

City signals fresh showdown at St Paul's

London's anti-cuts occupation is to return to the
courts after the City of London Corporation
announced shock plans today to tear down the St Paul's Cathedral encampment.
City of London bosses confirmed today it would
apply for an injunction to force out the
protesters on the grounds that they are obstructing a public highway.
It marked a U-turn on their earlier decision -
along with the Church of England - to drop legal
action following a public outcry.
And the 300 or so OccupyLSX were given a sinister
taste of things to come when news reached the
camp of the vicious meted out to their US counterparts.
New York police brutally broke up the Occupy Wall
Street camp in the city amid an unprecedented
media blackout which saw the city ban TV crews from taking to the skies.
Protesters in London have spent over a month in
St Paul's Square after police barred them from
the privately owned Paternoster Square directly
outside the London stock exchange.
The camp created a tense three-way stand-off
between the protesters, the City of London
Corporation and St Paul's Cathedral which part-owns the square.
And corporation chairman Stuart Fraser insisted
yesterday that the authority had only "paused" legal action to oust the camp.
He said that its attempts to convince the group
to reduce the size of the protest and set a departure date had "got nowhere."
"So, sadly, now they have rejected a reasonable
offer to let them stay until the new year, it's got to be the courts."
From now on any talks would happen alongside legal action, he said.
A spokesman for the occupation said Mr Fraser's
announcement was "disappointing."
He accused the corporation of ignoring a
counter-offer by the camp occupants last week.
OccpyLSX said in a statement that it would
"continue dialogue" if the corporation would
agree to bring all its financial activities under
the purview of the Freedom of Information Act -
including its secretive City's Cash account,
which has an estimated value of £1 billion.
The spokesman maintained that the camp was
"obviously" not obstructing public access around the square.
"Anyone who has been to the camp can see that you
can move around quite easily," he said,
suggesting that the allegation only proved there
was something else behind the eviction.
A cathedral spokeswoman told the Morning Star
that it had no plans to reignite its legal
action, but hoped to see a peaceful resolution
between the corporation and the camp.
She declined any further requests for comment.
The corporation dropped its bombshell as around a
dozen OccupyLSX campers rallied outside the US
embassy in London in protest at a brutal police
crackdown on sister occupations in Oakland, Portland and New York.
Hundreds of New York police in riot gear raided
the Occupy Wall Street camp in Zucotti Park
overnight, beating protesters with batons and
firing tear gas and high-tech "sound cannon" at the crowd.
Meanwhile other officers set up barricades around
the block and barred all press from the area, in
one case threatening a CBS news helicopter crew
with arrest if they attempted to fly over scene.
A day earlier police in Oakland, California,
razed the Occupy Oakland camp to the ground in a
similar pre-dawn raid - for the second time in a week.
And in Portland a police line pushed protesters
out of Plaza Blocks Park before destroying the
camp and erecting barricades to prevent the protesters' return.
