Government's land reform programme criticised

Only 7% of land has exchanged hands between white commercial farmers 
and blacks under since 1994.(SABC)

Government's land reform programme has come under sharp criticism as 
delegates tore into the Green Paper on Land Reform, saying it falls 
short addressing the land question. Many are opposed to government 
buying land for redistribution.

The Green Paper on land Reform is out for public comment until next 
month. Only 7% of land has exchanged hands between white commercial 
farmers and blacks since 1994 and government is accussed of being too 
scared to take tough decisions on the issue.
Minister of Rural Development and Land Reform, Gugile Nkwinti, has 
acknowledged that the free market system has created more problems 
than solutions when it comes to land redistribution. He wants to 
introduce the land Valuer-General to evaluate land earmarked for 
redistribution.

Others say South Africa needs a Convention for a Democratic South 
Africa type gathering to look at how land was purchased under the 
apartheid government and how the majority was dispossesed of land.

The regulations aim to boost the procurement of locally manufactured 
goods by government and state owned enterprises.

The Black Management Forum (BMF) says it hopes to come up with a 
alternative policy position on land reform instead of the willing 
buyer willing seller principle. Meanwhile, John Motlogelwa Business 
News Johannesburg says the BMF  is against the new preferential 
procurement rules which come into effect next month.

The regulations aims to boost the procurement of locally manufactured 
goods by government and state owned enterprises. BFM, which is 
currently hosting its Policy Conference in Midrand, wants government 
to repeal the Preferential Procurement Policy Framework Act saying 
the law favours big established companies against emerging black 
entities as it the puts the emphasis on price.

It argues that government should use The Broad Based Black Economic 
Empowerment codes for preferential procurement. BMF says it will 
engage Finance Minister Pravin Gordhan on this issues and threatens 
legal challenge if its concerns are not addressed.

"We believe that government should be using BEE codes as the law, 
rather than PPPFA because for us the codes are not necessarily the 
law. So BEE codes should supercede the PPPFA which we feel should be 
repealed." says Tembakazi Mnayaka who is the deputy president of the BMF.
