PRINCE Charles has been accused of riding 
roughshod over residents after his plans for 
another Poundbury were given the final go-ahead.
The £40million Duchy of Cornwall development on 
the outskirts of Truro, Cornwall’s shopping 
capital, cleared the final hurdle to the dismay 
of campaigners who have finally admitted their long fight is over.
Construction is expected to start next year. 
Opponents, who wrote 250 letters of objection to 
the scheme, said they were “very disappointed”.
The decision by Communities Secretary Eric 
Pickles not to review Cornwall Council’s decision 
to give planning permission for almost 100 homes, 
a Waitrose store and Cornish food hall angered protesters.
Ian Hibberd, founder of campaign group Save 
Truro, said: “The council and Duchy of Cornwall 
have ridden roughshod over the people of Truro. 
There is nothing we can do about it now, the fight is over.”
The Truro Eastern District Centre comprises 97 
houses on farmland at Union Hill as well as a 
15,000sq ft supermarket, food hall stocking local 
produce, a park-and-ride facility and a household waste recycling centre.
Elwyn Jones, chairman of Taste of Cornwall, which 
will operate the food hall, said the whole 
development was “desperately needed”.
He said: “The food hall will provide a unique 
first in the UK – a local food store showcasing 
the best of Cornish food and it will make a big 
difference to local farmers and growers.”
Cornwall councillor Bert Biscoe has campaigned 
against the project which has drawn parallels 
with the Duchy of Cornwall’s Poundbury development in Dorchester.
He said: “I am shocked a combination of 
privilege, deference, corporate will and callous 
expediency should not excite the Secretary of 
State to challenge a development that wrecks an 
excellent farm, fine countryside and the future 
integrity of a successful town. Truly, the battle 
for Cornwall’s land is now on. How sad.”
Neil Plummer, from Cornish nationalist party 
Mebyon Kernow, said it drove a “coach and horses” through the planning system.
Yet the Duchy of Cornwall said the scheme has 
“sustainable credentials”, highlighting the 
recycling facility and opportunity to reduce the 
number of cars in Truro city centre.
