Prison for not spraying insecticide?

Organic wine grower Emmanuel Giboulot, from Burgundy is being taken  
to court on 24 February for refusing to obey an ordinance obliging  
him to spray his vines with an insecticide designed to kill  
leafhoppers, in order to prevent a hypothetical outbreak of a disease  
called  flavescence dorée. The insecticide also kills bees and other  
pollinators. Emmanuel uses organic methods to control leafhoppers. He  
risks a prison and a large fine .
