most startlingly, the list of organisations that 
will be able to issue licences to commit crimes 
goes far beyond the intelligence services. Any 
police force is included, as are the armed 
forces, HMRC, the Home Office, the Department of 
Health, the Competition and Markets Authority, 
the Environment Agency, the Food Standards 
Agency, the Financial Conduct Authority and the 
Gambling

In the most modern fashion, the Bill gives the 
home secretary the power to add other agencies to 
this list by future statutory instrument ­ 
without the oversight of parliament. As with the 
intelligence agencies, there are no limits on the 
types of crime that any of these organisations 
will be able to authorise, up to and including 
torture, rape and murder. Quite why it is thought 
that the Food Standards Agency might ever need to 
authorise its covert human agents to torture 
people is unclear, and although the workings of 
the Gambling Commission are a mystery to most of 
us, I would require a good deal of persuasion 
before accepting that it cannot perform its 
statutory functions effectively without a licence to kill people

that analysts say will allow anyone designated as 
an intelligence source to commit any crime 
without fear of consequences – including murder: 
Not only that, the bill will allow infiltration 
of unions and protest groups with impunity. A 
government that has overseen extensive crimes by 
its operatives, in Northern Ireland, England and 
elsewhere wants to give itself the power to do so 
without fear of law or justice. Coming as it does 
just after a bill to give similar immunity for 
war crimes committed overseas, it is clearly part 
of a plan to turn the UK even more into a police 
state. And just like with that bill, Keith 
Starmer is again whipping Labour MPs to abstain.

and bring people to justice. Since March 2017, 
MI5 and Counter Terror Police have together

threats to life, arrest numerous serious 
organised criminals, seize over 3000kg of Class A 
drugs, and took more than 50 firearms off the 
street. In the course of these operations, it is 
inevitable that to maintain cover, covert human 
intelligence sources will at times need to 
transgress existing laws

animal rights group he targeted. They had a son 
in 1985. Two years later he vanished when the 
undercover operation ended, claiming he had to 
flee the country because of his involvement in 
violent protests. In 2014 the Met paid Jacqui

devastating discovery about the father of her 
child. Now the force has apologised and paid a 
confidential sum to TBS after he brought a 
lawsuit in which he argued he suffered 
psychiatric damage as a result of discovering his 
father’s real identity. Jacqui, then 22, met 
Lambert in east London in 1984 when he posed as 
Left-wing radical ‘Bob Robinson’, using the name 
of a boy who died of a congenital heart defect. 
Adopting the identities of dead children was a 
routine tactic at the time for Lambert’s covert 
unit, the Special Demonstration Squad. Lambert 
had a wife and two children in Surrey. He 
returned to them when he left Jacqui. It was only 
in 2012 that she and her son learned the truth – 
after reading a story in the Daily Mail about 
police spies and recognising Lambert in a 
picture. TBS said there was ‘a sense that the Met 
were still trying to cover up as much as they 
can’. ‘It feels as though as they are not 
genuinely wanting to put a wrong right,’ he told 
the Guardian. ‘They were quite happy to leave all 
this in the past and not let anyone know the 
truth.’ He said someone from the Met should have 
come forward years ago to tell him about his 
father. At least two other police spies are known 
to have fathered children with activists they met 
while undercover. The Met claims such officers 
have never been permitted to have sexual 
relationships with targets, but evidence shows they were routine.

data was downloaded yesterday, 6 October, so it’s 
very up-to-date. (All graphs can be clicked to 
enlarge.) First, a health warning. The positive 
test data comes from PHE/NHS Track and Trace, and 
you’ll have seen very recently that their 
competence is questionable (to put it 
diplomatically). So take it with a grain of salt. 
First up, a comparison of the current positive 
test situation with that ‘predicted’ by Vallance 
and Whitty on September 21 – this version is 
adjusted to apply to England only to match the 
charts below (which are England only). The 
following graph looks at SARS-CoV-2 positive 
tests (blue), Covid hospital admissions (green), 
and Covid deaths (red) for England. You can see 
that there’s been a slight increase in hospital 
admissions over September, as expected given the 
time of year, but it’s hardly a public health 
disaster in the making. They’re also not rising 
exponentially, but are fairly flat. The number of 
deaths is still very small, and and has also been 
pretty flat recently. English SARS-CoV-2 positive 
tests (blue) and Covid-19 deaths (red). This 
graph uses a different scale than the last graph 
for deaths so you get a closer look at them. You 
can see that there has been an increase in deaths 
recently, but only very a slight one, so clearly 
the large increase in positive tests over August 
and September has not been matched by anything 
like that with deaths. Hospital admissions per 
1000 positive tests, England. Still nothing to 
worry about there. Why didn’t Witless and 
Unballanced present this sort of data? A couple 
of new graphs now – Christopher says “to look at 
things other than positive tests – after the 
spreadsheet fiasco, the positive test data is at 
best questionable”. The first new graph shows the 
patients with covid in hospital and in ventilated 
beds – I don’t know if this means they’re on a 
ventilator, or in ICU – it’s just what the data 
is called on The second new graph is of Covid 
hospital admissions, Covid hospital discharges 
(recoveries) and Covid hospital deaths. 
Christopher says: I was able to calculate the 
hospital discharges myself from the patients in 
hospital data and admissions data on the 
coronavirus.data.gov.uk website, and the NHS 
England hospital deaths data. It’s not perfect, 
the discharges figure jumps around a fair bit 
from day to day – hence I’ve only plotted the 
7-day averages on the graph, to smooth this out a 
bit. But as I often see people saying why doesn’t 
the government publish the recoveries figures, 
this might be the next best thing. Especially as 
on every single day I have data for, the average 
discharges figure has always been above the 
average deaths figure – if you go into hospital 
with Covid you’re much more likely to recover than die!

signed a petition calling on the Government to 
abandon damaging lockdown restrictions – as it 
attracts an ever-growing list of supporters. The 
Great Barrington Declaration was published this 
week calling for young people to be allowed to 
return to life as normal while the elderly and 
most vulnerable are given ‘focused protection’. 
The open letter, written by experts at Oxford, 
Harvard and Stanford universities has since been 
signed by more than 12,000 scientists and medical 
workers, as well as 115,000 members of the 
public. But Number 10 yesterday insisted it would 
not throw restrictions overboard and said calls 
for the UK to aim for herd immunity against 
Covid-19 would not be heeded by policy-makers. 
They argued there is no proof it would be 
possible to protect only vulnerable people, nor 
that herd immunity would ever develop. Top 
scientists have also poured scorn on the plan, 
saying it is based on unproven science and thin 
on important details. One Oxford University 
professor yesterday branded the declaration ‘a 
libertarian agenda packaged as science’ and ‘a 
manifesto for selfishness’. The Great Barrington 
Declaration has been signed by more than 8,000 
scientists and medics and 72,000 members of the 
public since it was published on Monday The 
concept of herd immunity emerged briefly as a 
possible plan for Government action before 
March’s lockdown but was quickly shot down by 
critics. Allowing the virus to spread enough for 
most people to get immunity and prevent a second 
outbreak – if it is even possible – would have 
led to the deaths of hundreds of thousands of 
people, scientists warned at the time. WHO

September 2015, during his ministerial visit to 
China, George Osborne tweeted: “China and Britain 
stand on brink of golden decade of cooperation. 
No economy in world as open to Chinese investment 
as UK. #UKChina.” The former chancellor’s words 
have not aged well. Less than five years later, 
the “golden decade” has ended (as Isabel Hilton 
writes in this week’s NS). The UK government is 
set to announce the removal of the Chinese tech 
giant Huawei from Britain’s 5G network, and has 
offered citizenship to 350,000 British National 
Overseas passport holders in Hong Kong (with a 
further 2.6 million residents eligible), in 
response to China’s draconian new security law in 
the region. Huawei’s immersion in Britain’s 
telecoms network is the most prominent example of 
Chinese investment (its equipment is also used in 
2G, 3G and 4G networks) – but it is far from the 
only one. The state-owned China General Nuclear 
Power holds a 33.5 per cent stake in the Hinkley 
Point C nuclear plant under construction in 
Somerset (the UK’s first since 1995). In return 
for its investment in Hinkley, CGN was rewarded 
with a 20 per stake in the planned Sizewell C 
nuclear power station in Suffolk, and with the 
chance to build its own reactor in Bradwell, 
Essex (which would be the first Chinese-built 
nuclear plant outside China). China has also 
become the largest operator in the North Sea 
through the China National Offshore Oil 
Corporation (CNOOC), which boasts on its website 
that it accounts for “more than 25 per cent of 
the UK’s oil production, and 10 per cent of the 
country’s energy needs”. CNOOC, which benefited 
from billions of pounds of tax breaks introduced 
by Osborne for oil companies, was gifted this 
privileged position despite the firm’s chairman, 
Wang Yilin, declaring to employees in 2012 that 
“large-scale deep-water rigs are our mobile 
national territory and a strategic weapon”. 
Another Chinese state company, China Huaneng 
Group, is building what is billed as “Europe’s 
largest battery storage project” in Wiltshire. 
China has also ventured into the UK’s transport 
sector: MTR, a Hong Kong company, holds a 30 per 
cent stake in South Western Railway, and has been 
awarded the London Crossrail franchise. The China 
Investment Corporation, China’s sovereign wealth 
fund, owns a 10 per cent stake in Heathrow 
airport (as well as a 9 per cent stake in Thames 
Water). Geely, a privately-held Chinese firm, is 
the sole owner of the London Electric Vehicle 
Company, which produces London black cabs, and 
has a majority stake in Lotus, the sports car 
manufacturer. More recently, the Chinese firm 
Jingye bought British Steel in November 2019 for 
the paltry sum of £50m, prompting the Labour peer 
and former transport secretary Andrew Adonis to 
observe: “China destroys British Steel by dumping 
cheap steel, courtesy of the Cameron/Osborne 
government which resisted tough EU anti-dumping 
measures because they were sucking up to 
President Xi. Now it buys the remnants for a 
pittance.” China’s long march through UK industry 
– which until recently attracted stunningly 
little scrutiny – is

symptom of Britain’s broken economic model. As 
this week’s NS leader notes: “No other major 
Western country has allowed so many of its 
strategic industries, assets and pre-eminent 
companies to fall into foreign ownership”. The 
majority of the UK’s rail franchises are run by 
foreign owners, including the French, German, 
Dutch and Italian states. And more than 70 per 
cent of the shares in England’s nine privatised 
water companies are held by overseas firms, 
including hedge funds and private equity 
companies based in tax havens. For decades, 
rather than investing adequately in 
infrastructure, the British state has preferred 
to subcontract this task to foreign or private 
companies (allowing for borrowing to be kept off 
the government’s balance sheet). In the case of 
China, some wagered that increased trade would 
push the country towards Western-style democracy: 
economic liberalisation would beget political 
liberalisation. But the reverse has proved the 
case. Xi Jinping, who abolished presidential term 
limits in 2018, is China’s most unashamedly 
authoritarian leader since Mao Zedong. In 
Xinjiang, the Chinese government is detaining one 
million Uighur people and other Muslim minorities 
in concentration camps. Confronted by China’s 
defiant unreformism, Europe is tightening rules 
on foreign ownership. On 17 June, the European 
Commission announced proposals designed to 
prevent China and others from using government 
subsidies to outbid competitors for European 
assets. “We don’t want critical infrastructure, 
like electricity, water and streets, to be taken 
over by companies when we’re not 100 per cent 
sure what their intentions are,” Germany’s 
economy minister, Peter Altmaier, said earlier 
this year. Brexit has left Britain more 
geopolitically vulnerable: as it severs ties with 
the EU, dare it alienate another of the world’s 
economic superpowers? But faced with internal 
party pressure, Boris Johnson’s administration 
has adopted the most Sinosceptic stance of any 
recent government. Labour, too, is challenging 
ministers to take a less laissez-faire position 
towards China. “We’ve been going ahead with 
Chinese investment without regard for 
consequences for national security for too long,” 
the shadow foreign secretary, Lisa Nandy, said 
recently. Brexit was once anticipated as the 
moment that the UK would complete the Thatcherite 
revolution through the trinity of privatisation, 
deregulation and tax cuts, as well as 
ultra-liberal trade deals. But the post-EU era is 
instead coinciding with a larger state and a more 
restrictive ownership regime. In short, one could 
say that Britain’s economy is becoming more European.

'From South America, where payment must be made with subtlety, the 
Bormann organization has made a substantial contribution. It has 
drawn many of the brightest Jewish businessmen into a participatory 
role in the development of many of its corporations, and many of 
these Jews share their prosperity most generously with Israel. If 
their proposals are sound, they are even provided with a specially 
dispensed venture capital fund. I spoke with one Jewish businessmen 
in Hartford, Connecticut. He had arrived there quite unknown several 
years before our conversation, but with Bormann money as his 
leverage. Today he is more than a millionaire, a quiet leader in the 
community with a certain share of his profits earmarked as always for 
his venture capital benefactors. This has taken place in many other 
instances across America and demonstrates how Bormann's people 
operate in the contemporary commercial world, in contrast to the 
fanciful nonsense with which Nazis are described in so much "literature."

So much emphasis is placed on select Jewish participation in Bormann 
companies that when Adolf Eichmann was seized and taken to Tel Aviv 
to stand trial, it produced a shock wave in the Jewish and German 
communities of Buenos Aires. Jewish leaders informed the Israeli 
authorities in no uncertain terms that this must never happen again 
because a repetition would permanently rupture relations with the 
Germans of Latin America, as well as with the Bormann organization, 
and cut off the flow of Jewish money to Israel. It never happened 
again, and the pursuit of Bormann quieted down at the request of 
these Jewish leaders. He is residing in an Argentinian safe haven, 
protected by the most efficient German infrastructure in history as 
well as by all those whose prosperity depends on his well-being.'
