ierlogo-blog.gifThis week in the news

It has been a busy week for employment law news, with the Lobbying Bill and
zero-hours contracts continuing to take up column inches and government
backtracking on some of its proposals.

The IER will be launching its new publication Reconstruction after the
crisis: a manifesto for collective bargaining at TUC Congress on Sunday.

inequality is reduced

By Sarah Glenister

Over three years into the Coalition's leadership, the government is now
applauding itself for a mediocre rise in economic growth, which remains at a
sluggish 0.7%. But the only real indicator of recovery is a long-term
improvement in living standards. So how sustainable is the UK's wealth, and
how many people feel its effects?

TUPE

Elsewhere, the Department for Business, Innovation and Skills has
<http://news.bis.gov.uk/Press-Releases/Changes-to-TUPE-rules-cut-red-tape-fo
r-business-69289.aspx> released its new TUPE reforms, which have been widely
criticised by <http://www.tuc.org.uk/workplace/tuc-22562-f0.cfm> the TUC
and <http://www.gmb.org.uk/newsroom/gmb-on-changes-to-tupe> GMB among
others. The IER will respond to the new regulations next week.

Blacklisting

In blacklisting news, electrician Frank Morris, who was mentioned frequently
in Assistant General Secretary of Unite Gail Cartmail's testimony to the
Scottish Affairs Committee's inquiry into blacklisting, has been reinstated
in his job on the Crossrail Project. A
<http://www.unitetheunion.org/news/bfk-and-unite-joint-statement/> joint
statement was released by Unite and Crossrail construction consortium Bam
Ferrovial Keir (BFK) saying they had reached an agreement, and it was
<http://www.bbc.co.uk/news/uk-england-london-23947650> reported in the media
that Mr Morris had been accepted back on site. The statement also noted that
"BFK and Unite agree that there has been no contravention of the
Blacklisting Regulations on the BFK Crossrail projects". However, as the
Scottish Affairs Committee
<http://www.parliament.uk/business/committees/committees-a-z/commons-select/
scottish-affairs-committee/news/blacklisting-on-crossrail/> points out, "it
is unclear whether this proves the weakness of the Regulations and how
easily they are avoided or represents an agreement that no blacklisting took
place".

Employee shareholders law introduced

The controversial shares for rights scheme was brought in on 01 September
2013. Academic Roger Welch explains the new law and how trade unions should
react to it below:

By Sarah Glenister

Next week, the Committee stage for the Transparency of Lobbying, Non-Party
Campaigning and Trade Union Administration Bill begins – coinciding with TUC
Congress. And it seems public outcry may have forced the Tories to back down
on some points.
