The biggest problem with immigration is not our border controls, but what
happens to workers once they arrive.

 

Leading experts in migrant labour discuss the problems workers face and
their solutions at this special IER conference.

All too often migrant workers provide employers with a low cost, barely
regulated and non-unionised workforce. This conference will look at the ways
in which migrant workers are exploited and the measures needed to better
protect both migrant and domestic workers in economic hard times. The
Institute, working with academics and other experts led by Bernard Ryan at
the University of Leicester, is publishing a new book about the plight of
migrant workers. This conference will launch this new publication.

Increased immigration in the UK began in the early 2000s during an apparent
economic boom and the growth of the service sector. The economic crisis
which began in early 2008 and the increased number of migrants coming from
central and Eastern European States, led to the political attractiveness of
more restrictive policies. More recently, the Coalition government has
adopted a number of policy positions to limit labour migration such as a
target to reduce migration to 'tens of thousands', a cap on non-EU economic
migrants and limits on labour migration from EU accession states.

However, despite these attempts, there has not been a marked decline in the
level of employment of migrant workers. In 2010-11 net migration returned to
around 250,000 per annum and the most recent estimates are that 14% of the
workforce are now foreign born.

For many years, the Institute has contributed to the policy debate
surrounding the issue of labour migration. This conference and publication
will continue the work begun to 2005 in our report,

we head towards a general election, we believe it is an important time to
revisit the issue to raise awareness, educate and increase understanding
about the plight of migrant workers in today's society.

The event will consider the ongoing desire for low cost, unregulated and
non-unionised labour and the detrimental effect this can have on the labour
market.
