The IER is pleased to announced Sir Bob Hepple QC, Chair of the Equal Rights
Trust, will join other leading equality experts including Aileen McColgan
and the Fawcett Society at one of our biggest equality events yet.
On 25th April 2013 the Enterprise and Regulatory Reform Act 2013 (ERRA)
received Royal Assent, repealing the following equality law legislation:
· Third-party harassment protection
· The right to obtain further information in discrimination cases
(through the questionnaire procedure)
The Deregulation Bill, which is currently in draft stage, also contains
proposals to remove the right for tribunals to make wider recommendations in
discrimination cases.
These are just some of the protections being repealed under the government's
so-called 'red tape challenge' on the grounds that they are 'burdens on
business'. Mandatory equal pay audits have also been scrapped (although
never fully implemented) and an ET can only require an employer to conduct
an equal pay audit if they find that the employer has discriminated on pay.
The public sector equality duty, which has been significant in stopping or
delaying cuts in public services where they have a disproportionate impact
on vulnerable groups and in mainstreaming equality into decision-making by
public authorities, is itself under review. The Prime Minister has already
told the CBI: 'We are calling a halt on equality impact assessments.' And
the EHRC has been weakened. They have seen their budget cut from £70 million
in 2007 to core funding of only £17 million by 2015 with a 70% reduction in
staff and closure of regional offices. The EHRC says itself that the changes
proposed by the ERRA "are significant and will have a substantial impact on
individuals pursuing discrimination claims".
This conference will bring leading equality experts and campaigners together
with experts from the law, trade unions and academia to critically assess
the changes and anticipate where they will lead us in terms of equality at
work.
