Despite seven years of austerity, public spending is not lower now than in 2007-08 <https://ier.us12.list-manage.com/track/click?u=f121e48a8bb6d3101590c12d3&id=735b518eaa&e=71131c031b> , a new report from the Institute of Fiscal Studies has shown.

This comes at a time when public sector workers are calling for the end to pay restraints that have seen their wages rise by no more than 1%, far below the rate of inflation, leading their incomes to fall significantly in real terms. In particular, both NHS workers and employers have sought confirmation from the government that limits on pay will be lifted and more funding will be allocated to healthcare to ensure that much-needed wage hikes do not lead to cuts in services.

This week, NHS chiefs <https://ier.us12.list-manage.com/track/click?u=f121e48a8bb6d3101590c12d3&id=dac0778056&e=71131c031b>  joined with charities and other bodies as signatories to a letter that begged the Chancellor for more funding. The document said: "Pay restraint is a major factor affecting staff working in health, social care and the wider public sector. Vacancy rates, particularly in clinical grades in both hospital and community alternatives, are now affecting the quality of care which people experience.

"We therefore support a relaxation of pay restraint, but additional costs that result must be funded in full by the Government."

But Jeremy Hunt said, on the Andrew Marr show last weekend, that the government would be looking to "improve productivity at the same time" as lifting the cap on pay, which could mean further pressure on NHS staff.

The Institute of Employment Rights argues in its Manifesto for Labour Law <https://ier.us12.list-manage.com/track/click?u=f121e48a8bb6d3101590c12d3&id=12a75c2fba&e=71131c031b>  - 25 recommendations for reform drafted by 15 leading lawyers and academics - that wages and conditions, both in the public and private sectors, are most effectively set through sectoral collective bargaining: a process whereby trade unions and employers' associations negotiate minimum terms across entire industries, which can be built upon at enterprise level.

This introduces an upward pressure on wages, which works to negate the UK's wage inequality gap, and could also be the answer to the UK's greatest economic challenge: poor productivity.

The IFS report this week pointed to the nation's weak productivity as a reason for the limited effect of austerity on public spending. A growing body of evidence now points to the rise of low-skilled, low-wage work as a key factor in this poor productivity, which is holding the nation back in terms of economic strength and sustainability.

The Institute of Employment Rights joins the increasing number of organisations - from across the political spectrum - recommending that this situation must be reversed by employers investing in training their staff and in research and development. We argue that collective bargaining encourages this approach by providing incentives for employers to compete on the quality of their products and services rather than a race to the bottom on workers' rights; but also through the inclusion of minimum training and apprenticeships standards in collective agreements.
