44 experts; 23 proposals – how IER experts have responded to Coronavirus so far
Over the last fortnight, the IER’s network of lawyers and academics has responded to the Coronavirus crisis and the government’s reaction.
Between the 44 experts that made or supported proposals for amendments to the government’s Covid-19 response, or for new ways of working after the crisis to prevent an economic depression, 23 policies have been set forth.
These include new proposals set forth this week in three new articles, including:
Not Legislating in a Crisis? The Coronavirus Job Retention Scheme, Part 2, in which Profesor Alan Bogg and Michael Ford QC add to last week's Emergency Bill proposals with more changes that can be made to the Job Retention Scheme to ensure it works for everyone.
The coronavirus infected self-employment chickens have come back to roost – in their millions, in which Professor Mark Harvey explains how decades of bogus self-employment has deepened the Coronavirus crisis.
The Coronavirus: Rights to Leave the Workplace and Strikes, in which Barrister, Stuart Brittenden, explores workers' rights (and lack thereof) to leave the workplaace if they feel in danger, and the risks faced by trade unions for providing information during the crisis.

Let workers access the Job Retention Scheme, not just employers
Include commission and other fluctuating payments to calculate 80% of a worker’s wage
Allow off-payroll (IR35) workers access to the self-employed scheme
Allow ‘furloughed’ workers to perform a minimum of essential work
Properly define self-employment
Include ‘limb (b)’ and agency workers in protection against dismissal for leaving work due to imminent danger
Include ‘workers’, not just ‘employees’, under the Job Retention Scheme
The Job Retention Scheme should apply to those placed on unpaid leave and short-time working
Self-isolating workers should be included in the Job Retention Scheme
People with caring responsibilities should receive support
Relief from redundancy payments for employers who reinstate workers

IER and Covid-19
Due to the rapid spread of the coronavirus disease and the need to keep our staff, supporters and speakers safe, IER have decided to postpone all forthcoming IER events and meetings until further notice, including both Health and safety at work after Brexit conferences in Liverpool and London, the IER Executive Committee, IER AGM and our joint event with the Campaign for Trade Union Freedom on 6th June.
IER staff will continue to work, but remotely from home. We will answer emails, produce publications and circulate our weekly News Briefs and other on-line information. However, phone calls to the office or mail sent by post will not receive immediate attention.
We apologise for any inconvenience caused and wish you all best wishes during this difficult time.
