IER Manifesto proposals may have sticking power with new Shadow Cabinet

Between 2016 and 2019, the IER's <http://www.ier.org.uk/manifesto/> Manifesto for Labour Law proposals enjoyed centre stage in the Labour Party's proposed New Deal for Workers. Key recommendations adopted by the party included the reintroduction of sectoral collective bargaining and a new universal status of 'worker' to provide all people in employment with the full suite of workers' rights from day one.
Following the replacement of Jeremy Corbyn as leader with Keir Starmer, many on the left have been waiting to see whether the Party's policy platform will shift away from such objectves.
While the Labour Party's official policy lines are yet to be announced, reports this week that Ed Miliband, Shadow Business Secretary, is 'considering' a new report that closely mirrors the IER Manifesto suggests the recommendations may have sticking power.
A new think tank, Common Wealth, on whose board Ed Miliband sits, released <https://www.ier.org.uk/news/miliband-considers-universal-status-of-worker-and-sectoral-collective-bargaining/> a new set of recommendations that include many of those put forth in the Manifesto for Labour Law, including:
* A new universal status of 'worker' to replace the three-tiered employment system, with the presumption that everybody in employment is a 'worker' unless the employer can demonstrate they are self-employed.
* that all ‘workers’ should have access to the full scope of employment protections from day one, including redundancy pay, sick pay, parental rights, holiday pay, protection from unfair dismissal and union rights;
* An end to zero-hours contracts, replaced with contracts that provide a minimum number of guaranteed hours and have a premium rate for overtime.
* A new duty to provide harassment-free workplaces and the inclusion of socio-economic status in protected characteristics.
* To ensure workers can enforce their rights where breached, the Supreme Court ruling that triggered the abolition of tribunal fees should be retained.
* The reintroduction of sectoral collective bargaining
For his part, Miliband said the report "provides useful insights into key ideas and concepts, including looking at how workers rights could be enshrined in light of the changing use of data".
