Labour Party adopts IER sectoral collective bargaining plans

On the first day of Labour Party Conference (Saturday, 25 September 2021), Angela Rayner and Andy McDonald  <https://www.ier.org.uk/news/labour-party-adopts-ier-sectoral-collective-bargaining-plan/> announced a new Green Paper, setting out their proposals for employment rights reform.

The Green Paper was influenced by - and closely resembled - the IER's  <http://www.ier.org.uk/manifesto> Manifesto for Labour Law. The headline policy was for Fair Pay Agreements made through sectoral collective bargaining.

"We are delighted that the Labour Party has recommitted to the recommendations put forward by the Institute of Employment Rights in 2016, and adopted at the 2017 and 2019 elections," IER President, Professor Keith Ewing said.

Lord John Hendy QC, IER Chair, described Fair Pay Agreements as "wise and progressive" policymaking.

"It is high time the UK caught up with other developed countries around the world and treated its workers with dignity and respect," he said. 

Other proposals set out in Labour’s Green Paper include:

*	A living wage
*	A universal status of worker
*	The right to flexible working for all workers as a default from day one, alongside the ‘right to switch off’ outside of working hours.
*	A ban on zero-hours contracts
*	Increased Statutory Sick Pay (SSP), made available to all workers, including the self-employed
*	An end to fire and rehire.
*	Extended statutory parental leave, introducing the right to bereavement leave, strengthened protections for pregnant women, and reform of the failed Shared Parental Leave system.
*	Stronger trade union rights 
*	A single enforcement body for workers’ rights, with the power to inspect workplaces and bring prosecutions and civil proceedings on behalf of workers against bad employers relating to health and safety, minimum wage, worker exploitation and discriminatory practices.
*	Mandatory ethnicity pay gap reporting to mirror gender pay gap reporting, and a new requirement on employers to report and eliminate pay gaps through the implementation of action plans to eradicate inequalities in the workplace.
