The government has come under fire after its new white paper setting out plans for social care reform included no proposals to alleviate the sector's long-running staffing crisis.
Poor pay and working conditions have been driving an exodus from the industry and it is thought as many as 42,000 care workers could have left their jobs over the last six months.
But of the £5.4bn earmarked for social care over the next three years, just £500m - or £150 per person - was set aside for workforce development, and this is aimed at improving trainings and qualifications.
Christina McAnea, Unison's General Secretary, said that "the government has ignored unions, employers, care charities and all the others saying a bold, ambitious plan is needed".
