Employment Rights' Manifesto for Labour Law could improve race equality.<br><br>The organisation's analysis of figures from the Office for National Statistics' Labour Force Survey found that black, Asian and minority ethnic workers are a third more likely to become trapped in insecure work than their white counterparts.<br><br>Furthermore, black and Asian workers are twice as likely to report that the number of hours of work they are able to get does not cover their living costs.<br><br>In response, the TUC echoed two recommendations from the IER's Manifesto for Labour Law - to ensure all workers have a minimum number of guaranteed hours; and to introduce race pay gap reporting.<br><br>In <a href="https://ier.us12.list-manage.com/track/click?u=f121e48a8bb6d3101590c12d3&id=a77c11b073&e=71131c031b">Rolling out the Manifesto for Labour Law</a>, authored by 26 leading academics and lawyers, it is proposed that zero-hours contracts are replaced by Defined Hours Contracts, which prescribe a minimum number of guaranteed hours plus a percentage (up to 20%) of additional hours paid at a higher rate.<br><br>Further, our experts recommend that the requirement for companies with 250 staff or more to publish an annual gender pay gap report is extended to employers of 50 or more and to poverty and debt. Less attention has been given to how the Welfare State interacts with the labour market to influence employment patterns. In this book, Keith Puttick examines the work-welfare interface through time, highlighting how changes in attitude and policy around the benefits system has had a deleterious effect on labour standards in the workplace.<br><br>While increased pressure on jobseekers to find work – regardless of quality – incentivises the creation of low-hours, low-pay mini-jobs; the proliferation of work that cannot meet the needs of workers generates further reliance on the Welfare State, thus creating a vicious cycle that prevents low-paid workers from progressing.<br><br>The author concludes that in order to create an effective Welfare State, we must first overcome the shortcomings of the current system of labour rights.
