Mitterrand saw Secretary-General Boutros Boutros-Ghali along with Peggy Williams, the 1976 Peace Prize winner from Northern Ireland, who read the appeal. They asked for a U.N. representative to investigate the plight of the Kurds and seek a "political solution to the Kurdish problem in Turkey."... Williams said the international community for years had ignored intolerable conditions of Kurds in Turkey, Iran and Iraq, and took notice of them only after the 1991 Gulf War, when the Iraqi Kurds fled Saddam Hussein's armies. But the appeal contended that legitimate Kurdish leaders did not want a separate state but an identity and better living conditions within existing borders. One espouses western social and political values. The other brutal side is chillingly displayed in the southeast of the country where Kurdish villages have been destroyed and international human rights observers detained and harassed. Turks genuinely fear a Kurish uprising would destroy their state. Some of the terrorist atrocities of the PKK guerrillas are as unacceptable as the Turkish army's actions. But, when a figure as significant as Danielle Mitterand, wife of the French president and chairman of France Libertes, says...that "we must never again leave millions of men, women and children at the mercy of the Turkish army", Ankara's dismissal of international criticism as ignorant and ill-formed becomes unsustainable even to its friends. Military force alone cannot resolve the Kurdish problem. It requires a sustained political initiative which involves the Kurdish people. The present approach will eventually turn moderates into extremists. Turkey is also damaging its international standing at the very time it wants to push ahead with its attempt to join the European Union. This will rightly not be considered while one part of the country is governed by fear, not the rule of law.
