From dhkc at ozgurluk.xs4all.nl Mon Sep 13 16:48:56 1999 From: dhkc at ozgurluk.xs4all.nl (dhkc at ozgurluk.xs4all.nl) Date: 13 Sep 1999 16:48:56 Subject: Declaration: 95 Message-ID: DEVRIMCI HALK KURTULUS CEPHESI Press Office Date: September 10, 1999. Statement: 95 NOT A IMF DIRECTED, BUT AN INDEPENDENT TURKEY This government, acting on the orders of the imperialists, especially US-imperialism, has nothing to do with the nation and with the people. The constitution, the laws, all the state institutions, the parliament, they are all under orders of the imperialists and the oligarchy. Not a single law or sentence can be in the interests of the people. The decisions are being made by the imperialists and the IMF, and they are being implemented by them. They are not the least interested in problems like the poverty of the people, employment, housing, health care, education. Together with the imperialists they want to increase their profits by exploiting the people even more. Those who stand up against this are being silenced with violence. Executions, massacres, disappearances, torture, prisons, police bludgeons, bans, all this for the people. The exploiters, a small group of people who collaborate with imperialism, are living on the costs of the people, living in luxury through oppression. Yes, it is their government. THE COLLABORATORS KNOW NO SHAME This government, with it's nationalistic act which has nothing to do with nationalism, thinking "this is the right occasion", came up with the SOCIAL SECURITY LAW, directly touching the lives of the workers and the civil servants, at a time when tens of thousands died, lost their houses, were hungry and without water. The servants of the IMF know no shame. Those who are sold to America cannot think about the civil servants and the workers. When the country was drenched in blood, when the people had not even buried their dead, they issued laws to grab away the last piece of bread from their hands. This puppet government's governor of Istanbul, Erol Cakir, says - ostensibly to expose our organisation - that we have carried an action without thinking of the earthquake catastrophe. The festive dinner he gave in a 5-star hotel in Istanbul yesterday, while our people were fighting death in the ruins, has not been forgotten. Should this governor and his peers possess a last bit of dignity, they should ask why this government decreed the Social Security Law in a moment when the people were covered under the ruins. On September 10, we, as the Revolutionary People's Liberation Front, bombed the Istanbul Area Directorate of the Department of Employment and Social Security at 7 p.m., and the Marmara Area Directorate of the Secretariat for Foreign Trade in Istanbul at 7.30 p.m., with the goal that the Social Security Law is taken back, that the demands of the workers are being accepted, that the treaties with the IMF are being ended, and the IMF leaves our country! Both bombs were equipped with a time delay so they would explode after working time. Nobody was to be wounded. After the bomb in the Employment Directorate was found, the police - out of fear - threw the bomb out of the window, causing a premature explosion. People who passed the Secretariat for Foreign Trade were slightly injured by glass splinters, and they were treated on the spot. We are warning the government: stop this puppet role for the IMF. DOWN WITH IMPERIALISM! LONG LIVE AN INDEPENDENT TURKEY! CHIEF OF THE IMF TABLE, GET OUT OF OUR COUNTRY! REVOLUTIONARY PEOPLE'S LIBERATION FRONT --- Devrimci Halk Kurtulus Cephesi - DHKC Revolutionary Peoples Liberation Front http://www.ozgurluk.org/dhkc From dhkc at ozgurluk.org Mon Sep 13 17:33:33 1999 From: dhkc at ozgurluk.org (dhkc at ozgurluk.org) Date: 13 Sep 1999 17:33:33 Subject: DHKC Infobureau Belgium: Freedom for Mesut Demirel! Message-ID: WITH THE CHARGES AGAINST OUR PRESS SPOKESMAN, THE GERMAN STATE TRIES TO ERADICATE THE LEGITIMACY OF THE STRUGGLE AGAINST THE FASCIST TERROR Our press spokesman, the journalist MESUT DEMIREL, was arrested on November 17, 1998, by the German police after a raid against the publisher ANADOLU in Cologne and then detained in the prison of Bochum. On August 31, he was transferred to the prison in Hamburg. His "crime" is being the voice of a revolutionary people's organisation, "psychologically aiding terrorism" according to German law. This accusation, based only on the statements of Ali Burkac, working for the German intelligence agency, and most for likely for the Turkish secret service MIT, is to bring Mesut Demirel behind bars for 5-7 years. Despite a severe physical disability, caused by a letter bomb attack in Turkey, and in which Mesut Demirel lost both arms and an eye, he is held in a cell which stems from the last century, a cell which he called a "dirty closet" in court. Nursing assistance is being denied till now. The prosecution and criminalisation of international liberation movements has become a tradition in Germany. The "democratic state of law" Germany, keeping the judges of Nazi-Germany on their posts, can be proud of these judges who do anything to have our comrades convicted to long sentences in the trials which were started against the DHKP-C. Germany supports the fascist regime in Turkey, and even when the Green Party and the social-democrats are in power, it drops bombs on the peoples of Yugoslavia, before the eyes of the whole world. But all this makes the democracy mask of imperialism drop, our peoples see its true face even more clearly. Our peoples will not forget the acts of imperialist Germany. As all should know, and also Germany knows too well, the DHKP-C wages its armed struggle for the liberation of our peoples solely on Turkish soil. The activities of the DHKC in Europe are of a democratic nature and fulfill the function of a rear front. Besides, two million of our people live in Germany. We cannot allow our people to come under the political and degenerated cultural influence of imperialism and the fascism of our country. It is our duty to stand up for every democratic right, and every wish, of our peoples. Repression cannot stop the justified struggle of our peoples. Repression and the support for fascist regimes are not legitimate, the struggle of the liberation movements is. Even when a price is demanded, the struggle of our peoples will develop further and grow. The repeated calls by the ultra-conservative faction in Iran for the death sen tence on demonstrators who have been labelled mohareb (someone who fights God), molhed (heathen) and mofsed (corrupters) indicates that the lives of many of tho se arrested is in danger. The death sentence passed on four of those named valid ates these predictions. The International campaign in defence of Iranian students was initiated by the C o-ordinating Committee of Workers' Left Unity and the editorial board of iran bu lletin. It has had the support over 450 academics, journalists, professionals, m embers of parliament, trade unionists, students, individuals, and over 50 organi sations from across the world. Signatories to the campaigns include: Prof Ervand Abrahamian (USA), Dr Haleh Afshar (UK), Prof Aziz Al-Azmeh (USA), Tariq Ali (UK), Lord Eric Avebury (UK), Reza Barahani (Canada), Tony Benn MP (UK), Prof H Bernstein (UK), Prof TJ Byres (UK), Noam Chomsky (USA), Jeremy Corbyn MP (UK), Maurice Farhi (UK), Prof. Ben Fine (UK), Ali Asghar Haj Said Javadi (France), Prof (Emeritus) Morris Halle (USA), Professor Khalil Hindi (UK), Richard Hogarth (UK), Reverend Bruce Kent (UK), Esail Khoi' (UK), Prof Basil Kouvaritakis (UK), Ken Loach (UK), Dr Shahzad Mojab (Canada), Haideh Moghissi(Canada), Nihar Mukherjee (India), Stan Newens MEP (UK), Dr Younes Parsa Bonab (USA), Prof J.B Sender (UK), Lutz Sikorski (Germany), Rupert von Plottnitz(Germany), Hillary Wainwright (UK), Prof. J. Recent comments by senior judiciary officials, and leader columnists in the newspapers linked to the security forces, leave little doubt that the regime is planning a large scale execution of political prisoners, especially those arrested following recent students protests. It is not the first time that religious despots in Iran have used mass execution of political prisoners to confront popular opposition. Indeed the atmosphere today is reminiscent of the weeks preceding the massacres of 1981-83 and again of 1988 after Khomeini submitted to a cease fire in the Iran-Iraq war. The students' protests of July supported by other social groups, have challenged the legitimacy and authority of the regime at a level comparable with the defeat in the war with Iraq. It is not difficult to see the regime?s urgent need to launch a blood bath in order to assert its authority and to confront the spreading protest movement. However, given the current internal and international climate, serious efforts at stopping such a massacre are likely to be effective. Under these circumstances we can be optimistic that an urgent, united reaction will deter the Islamic regime from such a crime. It is with this conviction that we, the signatories of this statement, express our solidarity with the democratic, anti-dictatorial movement of the Iranian people, evident in last July?s student protest movement and: 1. Consider all sentences issued against those arrested in recent demonstrations and protests, in particular recent death sentences, null and void and call for the immediate unconditional release of all those arrested, including Manouchehr Mohammadi, Gholamreza Mohajeri-Nejad, Maryam Shansi, Elaheh Amir-Entezam, Khosrow Seyf, Bahram Namazi, Heshmatollah Tabarzadi ... 2. Condemn the continued harassment and detention of political activists in Iran and demand an end to the terror unleashed by the security forces. 3. Strongly support the students' demands for freedom of thought, expression and organisation, and condemn attempts to disband independent student associations. 4. Call on all political organisations, trade unions, political and cultural personalities, academics and scientists to join the international campaign to defend Iranian students and to actively protest at state sponsored repression and crimes in Iran. Make every effort to stop another blood bath. 5. Demand that an independent international commission is allowed into Iran to investigate the chain of political murders, as well as the attacks on students, writers and intellectuals. 6. Urgently call for an international tribunal to try those in the Islamic regime, who have committed crimes against humanity. We call on human rights organisations throughout the world to help us prepare for such a tribunal. Last night, at 2 a.m., an attack was mounted against the prisoners. This attack and massacre was planned and carried out by the Justice Department, and also by Ecevit and the prison administration of the Central Prison of Ankara. Prior to the attack, discontent was growing inside the prison and the prison administration forced the issue, leading to this massacre. After 120 persons had been locked up in cell no. 5, designed for only 60 people, and the demands of the prisoners were being ignored, the prisoner occupied cell. no. 7. The ensuing tension increased even more when the prison administration hindered visits by relatives and lawyers. Last night, at 2 a.m., an attack was launched with the pretext of a search. During this attack, firearms were used with the clear intention to kill. The lawyers, demanding to be seen, were not let through to the responsible persons. People who went to the prison to hear about their relatives, were arrested. News about the names of the wounded and killed prisoners was forbidden by the state prosecution. According to the physicians, some prisoners had been killed by bullets, several others were tortured to death, or are severely wounded. The doctors also stated that many prisoners had knife wounds in the neck and arms. According to the information we received, the wounded were brought to the Ankara Numune Hospital and the SSK-hospital in Ankara. The gendarmes hindered the treatment of the wounded prisoners, not even the handcuffs were being removed. Two soldiers are said to have died during the attack, they were brought to the GATA (Military Medical Academy Guelhane). According to the information we received, to prisoners lost their lives in the attack, carried out by the prison administration and the gendarmes. More than 30 prisoners were severely wounded. A delegation of lawyers, consisting of lawyer Zeki Ruezgar, co-workers of the People's Lawyers Office, and for other colleagues arrived at the prison of Ankara, and another delegation, consisting of lawyer Behic Asci, co-workers of the same office and three other colleagues arrived at Bayrampasa Prison. They are there for negotiations. Our lawyers informed our office that five other lawyers were on their way to the prison but that they could not enter because of the hugh number of policemen in the area. Also actions started in other prisons, protesting the massacre which was carried out in Ankara. List of prison officers, taken hostage: Bayrampasa Prison: 4 UEmraniye: 14 Bartin: 9 Canakkale: 9 Bergama: 5 Cankiri: 10 The situation in Buca is said to be very tense because of the attack. In Aydin, the prisoners refuse to be counted. In Gebze, 2 deputy prison directors and 20 guards were taken hostage. Relatives and lawyers were denied entry in Bursa. Prisoners in seven Turkish prisons overpowered their guards and took them hostage in an apparently concerted action following a clash between security guards and inmates in Ankara's Ulucanlar prison early Sunday. The all-news NTV news channel on Monday reported 66 hostages were held in seven prisons. The justice ministry said on Sunday evening that 93 wardens were being held in the prisons in Istanbul, Canakkale, Bartin, Bergama, Gebze in western Turkey and Cankiri in central Anatolia. No new figures were released by authorities on Monday. The fighting in the Ankara prison erupted as the prisoners resisted a police search over claims that they were digging a tunnel, and retaliated by firing shots, hurling petrol bombs and using gas canisters as flame throwers, according to the justice ministry. The clash left 10 prisoners dead and 18 injured. Seven soldiers were also injured in the incident, the ministry said. NTV however put the death toll at 12 prisoners. Turkey's main human rights watchdog, the Human Rights Association (IHD), on Monday alleged that security forces had attacked the prisoners in what they described as a "massacre" over their demands for extra beds in an overcrowded ward. "The detaineees and convicts were attacked for their humanitarian demands," said the head of the IHD's Ankara office, Lutfi Demirkapi. The Ankara coroner's office meanwhile began autopsies on the dead inmates, and the bodies were likely to be handed over to their relatives later in the day, the IHD said. A lawyer from the non-governmental Contemporary Lawyers' Association told AFP that officials were not allowing relatives or attorneys to take part in the identification process at the coroner's office. "They are trying to identify the dead with the help of prison guards,"! Vedat Aytac said. "There are rumours that the prisoners have received such injuries as to make identification very difficult." Meanwhile, relatives continued their anxious wait outside detention centres where security measures were beefed up. Anatolia said that soldiers wearing helmets and bullet-proof vests were allowed into Istanbul's Umraniye prison along with several fire engines and ambulances. The move came after the protesting inmates, reported to be holding 14 guards hostage, displayed a red flag with a star outside the window of their ward, it added. Earlier in the day, two men and a woman were detained as they shouted slogans before the prison complex. Late Sunday, representatives from two non-governmental organizations met protesting inmates at Bayrampasa prison in Istanbul to negotiate for the release of the hostages. The inmates said they would release the guards on condition that officials at fault in the Ankara prison riot were dismissed from their posts and the injured prisoners were given proper treatment, Yucel Sayman, the head of the Istanbul Bar Association, told Anatolia. He added that they were also demanding an end to the transfer of prisoners to other institutes and the abandonment of plans to house inmates in solitary cells instead of wards that hold up to 60 people. Riots and hostage-taking are common in overcrowded Turkish prisons, where inmates use portable telephones to communicate with each other and are able to sneak fire arms inside. Admitting lack of control over its correctional institutes, the Turkish government has frequently tried to reform the prison system and impose measures to end such in-fighting, without much success. There are about 600 jails in Turkey, housing about 62,000 inmates. ---- Ozgurluk.Org http://www.ozgurluk.org From ozgurluk at xs4all.nl Tue Sep 28 03:22:13 1999 From: ozgurluk at xs4all.nl (ozgurluk at xs4all.nl) Date: 28 Sep 1999 03:22:13 Subject: Mainstream news on the prisonkillings Message-ID: Turkish Government under pressure to probe bloody prison riot ANKARA, Sept 27 (AFP) - The Turkish government came under pressure Monday to investigate a bloody riot in an Ankara prison that left at least 10 prisoners dead and sparked protests in other jails where dozens of guards were taken hostage. Negotiations intensified to try to persuade inmates in seven Turkish prisons to release the guards they were taken hostage in an apparently concerted action following the riots on Sunday. The fighting in the Ulucanlar prison erupted early Sunday when prisoners resisted a police search following claims that the inmates were digging a tunnel. The convicts retaliated by firing shots, hurling petrol bombs and using gas canisters as flame throwers, according to the justice ministry. The clash left 10 prisoners dead and 18 injured. Seven soldiers were also injured in the incident, the ministry said. NTV however put the death toll at 12 prisoners. Several non-governmental organizations on Monday called on officials to investigate the incident which they said once again highligted the country's crooked prison system. "The state is responsible for the lives of convicts and detainees in its prisons. It is not possible to accept the killing of these people for whatever reason," the Confederation of Revolutionary Workers Union said in a written statement, calling for a "satisfactory investigation". Turkey's main human rights watchdog, the Human Rights Association (IHD), meanwhile alleged that security forces had attacked the prisoners in what they described as a "massacre" over their demands for extra beds in an overcrowded ward. "The detainees and convicts were attacked for their humanitarian demands," said the head of the IHD's Ankara office, Lutfi Demirkapi. Citing officials from the justice ministry, the Anatolia news agency said that the ministry and the chief prosecutor's office in Ankara had already launched separate investigations. Meanwhile, security forces carried out a general search in the Ankara prison, seizing an automatic rifle, five pistols, two hand grenades, petrol bombs, explosives used to make bombs and plans for a prison escape, Anatolia said. The justice ministry said on Sunday evening that 93 wardens were being held in the prisons in Istanbul, Canakkale, Bartin, Bergama, Gebze in western Turkey and Cankiri in central Anatolia. The NTV news channel on Monday reported 66 hostages were held. "We are trying to prepare a common ground for some resolution to the crisis," said Yucel Sayman, the head of the Istanbul Bar Association which is involved in the prison talks, in an interview with NTV. "Both the politicians and the prisoners need to take conciliatory steps, but none has come so far," he added. The hostage-takers are demanding that officials at fault in the Ankara prison riot be dismissed from their posts at once, the injured prisoners given proper treatment and an end to the transfer of prisoners from the Ankara prison. Meanwhile, relatives continued their anxious wait outside detention centres where security measures were beefed up amid worries that soldiers were preparing to storm the wards. But Sayman told NTV that he had assurances from the justice ministry that security officials would not carry out an operation to end the hostage crisis. Riots and hostage-taking are common in overcrowded Turkish prisons, where inmates use portable telephones to communicate with each other and are able to sneak firearms inside. Admitting lack of control over its correctional institutes, the Turkish government has frequently tried to reform the prison system without much success. There are about 600 jails in Turkey, housing about 62,000 inmates. September 27 8:15 AM ET Rights Group Blames Govt. For Turk Jail Deaths By Mert Ozkan ANKARA (Reuters) - Turkish human rights activists Monday blamed government neglect for what they called the ``massacre'' of 11 leftist rebel prisoners at a jail in the capital at the weekend. The violence Sunday has spread to jails across the country where other political prisoners are holding more than 100 guards hostage. It was the latest example of jail unrest that calls into doubt the government's ability to control the population of Turkey's overcrowded and outdated prison system. ``What happen at the Ankara central prison was a massacre,'' the Human Rights Association (IHD) said in a statement signed by other rights and labor groups. ``The government is responsible for the savage killing of 11 people and the serious injury of tens of others,'' said the statement, read out to hundreds of protesters in central Ankara. The Justice Ministry said that wardens intending to carry out an early morning search of cells at Ankara's Ulucanlar jail Sunday were confronted by armed prisoners behind barricades. ``They attacked prison staff and security forces with guns, petrol bombs and gas canisters to which they had attached hoses to use like flame-throwers,'' a ministry statement said. The 11 inmates were killed when armed gendarmerie forces stormed the cell block. Witnesses heard gunfire and saw clouds of teargas billowing out of the jail in an Ankara suburb. The IHD statement said the violence was the result of official neglect that left the political prisoners living in overcrowded and badly-equipped dormitories while other inmates had access to luxuries in their blocks. Convicted members of far-left groups in jails across Turkey seized wardens in protest against the violence in Ankara and a transfer policy aimed at separating perceived trouble-makers. Lutfu Demirkapi, head of the IHD's Ankara branch, told Reuters 114 hostages were being held in jails across Turkey. The Justice Ministry said 93 wardens had been seized. Hostage-taking and hunger strikes are common protests for political prisoners who often stage coordinated action against the prison regime. Demirkapi said authorities had dispersed to other jails the leftists they hold responsible for Sunday's lethal clashes. Most Turkish prisoners, even those convicted of crimes related to political violence, are held in large dormitories in old and dilapidated buildings. Mobile phones and weapons often find their way into jails, making coordinated protests common. Day-to-day running of the blocks is often in the hands of gangs of inmates. Prime Minister Bulent Ecevit said the Ankara violence had been a planned response by prisoners to government attempts to stamp its authority on the jail population. ``The state must impose its authority, whatever the cost,'' he said. Imprisoned members of leftist urban guerrilla groups have for years staged sporadic protests against the prison regime. Hostage taking and hunger strikes are the most common actions. Left-wingers in jails across Turkey took warders hostage for three days in July in support of hunger-strikers at another jail in Eskisehir. Those protests ended peacefully after demands for the hunger-strikers to be moved to another jail were met. Sunday's violence came on the third anniversary of riots in a Diyarbakir jail in which 11 jailed Kurdish rebels died. Government plans to convert prison dormitories to smaller cells to limit communication between prisoners are proceeding very slowly and are opposed by the inmates. President Suleyman Demirel earlier this month vetoed an amnesty that would drastically reduce the prison population, leaving some 11,000 most political prisoners behind bars. Parliament is expected to debate the bill again after it reconvenes on October 1. --- Ozgurluk.Org http://www.ozgurluk.org From pwibelgium at hotmail.com Tue Sep 28 06:27:31 1999 From: pwibelgium at hotmail.com (pwibelgium at hotmail.com) Date: 28 Sep 1999 06:27:31 Subject: lawyers arrested while protesting the prison massacre in Turkey Message-ID: Below you will find the English and German translations of the declaration of the People's Law Bureau in Turkey, which is about the recent arrestment of a group including lawyers, who were protesting the massacre of the political prisoners in Ankara Ulucanlar Prison. ________________(auf Deutsch)________________________ HALKIN HUKUK B?ROSU Millet Cad. The tension which lasts since Sunday, September 26 is because of the Minister of Justices' attitude as not taking the prisoners as collocutors and at the same time their acting in a way as not to solve the problems but rather to launch the "Cell Type Prison" Model. To be able to realise this aim the Ministry of Justice cannot stand even a slightest reaction. The power, which has been making preparations for days in order to take the support of the public opinion and thereby legitimise its massacre and realise its aim, is unable to estimate possible reactions. Today, at 12:30, in front of the ?stanbul Courthouse, the police attacked the approximately 150 persons, some of whom were lawyers and who protested this attitude of the Ministry of Justice and wanted to give the prisoners the message that they were not alone. Prison officers were still held in the Istanbul high security prisons of Umraniye and Bayrampasa as well as in Bartin in northern Turkey, Cankiri in central Anatolia, Canakkale and Gebze in the northwest and Bergama in western Turkey. Several hundred prisoners in seven other prisons across the country joined the protests by refusing to let security forces enter their compounds for cell checks. As the protest entered its third day, Yucel Sayman, the head of the Istanbul bar association, was seeking a conciliation between the authorities and the protesting inmates in talks at Bayrampasa prison. Emerging from the prison compound early Tuesday, Sayman had reported a suitable atmosphere going towards a solution. "I am hopeful that the protests will end tomorrow (Tuesday)," he told reporters. The protests, spearheaded by an ultra-left underground group, followed a riot in the Ulucanlar prison in Ankara early Sunday in which leftist militants clashed with security forces who had entered their block to investigate reports of an escape tunnel, according to the Justice ministry. At least 10 prisoners died in the violence and 28 were injured. Seven soldiers were also hurt. The US-based Human Rights Watch issued a statement Monday condemning what it called "the excessive use of force" in the police operation against the rioters in Ulucanlar and said 11 prisoners had been beaten to death there. The group called on Turkish Justice Minister Hikmet Sami Turk to prevent excessive use of force by security forces. A group of Turkish non-governmental organizations, meanwhile, harshly criticized the state Tuesday for ignoring prisoners' demands for better living conditions and insisting on establishing control in prisons through violence. Dozens of people were arrested Tuesday in Istanbul's historical Sultanahmet square during an attempt by the Turkish Human Rights Association (IHD) to make a press statement on the prison riots, the Anatolia news agency said. "We can confirm that some 70 people were taken in by the police," said a spokeswoman for the IHD's Istanbul office. "But we expect the figure to rise. It may go up to some 300." The detained included senior IHD members, relatives of prisoners and representatives of non-governmental organizations and political parties, she added. Turkish authorities are currently conducting two separate investigations into Sunday's bloody events after coming under fire for what rights groups described as outright attack on prisoners by security forces. Members of the Kurdistan Workers' Party (PKK) imprisoned in the riot-torn jails did not participate in the mutinies, the daily Sabah reported. Twenty-three PKK prisoners in Ulucanlar turned themselves in to security forces, in accordance with PKK leader Abdullah Ocalan's call for an end to violence, the paper said. Among the prisoners at Ulucanlar is Leyla Zana, a former deputy for a pro-Kurdish party who is serving a 15-year term for separatism, the paper noted. Unknown assailants meanwhile attacked a cafe and a soccer club in Istanbul with Molotov cocktails overnight to protest the police intervention in Ulucanlar. The firebombs cause minor damage. The attackers left a note saying: "The prisoners are our pride, we will not leave them to die." ---- Ozgurluk.Org http://www.ozgurluk.org From Ozgurluk.Org at ozgurluk.xs4all.nl Tue Sep 28 11:17:47 1999 From: Ozgurluk.Org at ozgurluk.xs4all.nl (Ozgurluk.Org at ozgurluk.xs4all.nl) Date: 28 Sep 1999 11:17:47 Subject: RIGHTS GROUP CONDEMNS DEATHS IN TURKISH PRISON Message-ID: RIGHTS GROUP CONDEMNS DEATHS IN TURKISH PRISON: Calls on Government to Remove Gendarmerie from Prisons (New York, September 27, 1999)--Human Rights Watch today condemned the apparent use of excessive force by Turkish gendarmerie at the Ankara Closed Prison over the weekend that resulted in the deaths of eleven prisoners and serious injury to many others. Reports indicate that, in the course of putting down unrest that broke out in the prison on Sunday morning, the gendarmes forced their way into wings of the prison and beat prisoners with heavy truncheons. Human Rights Watch called on the Justice Minister Prof Hikmet Sami Turk to ensure that units intervening in the current crisis use only that force which is strictly necessary to perform their duties and take all steps to respect and preserve human life. The group also recommended that the gendarmerie, which has a history of fatal attacks on prisoners should be pulled off guard duties. Holly Cartner, executive director of the Europe and Central Asia division of Human Rights Watch declared, "It is inappropriate that assault forces should be used to guard civilian prisoners. To avoid further fatalities, the Justice Ministry should replace Interior Ministry forces for all guard duties in prison, including for intervention during crises." Official statements attributed the disturbance to the discovery of an escape tunnel by the guards, but prisoners' relatives believe that prisoners' protests at overcrowding sparked the intervention. At least one member of the prison staff was hospitalized. Tension is mounting in other prisons in Turkey including in Canakkale, Bartin, and two Istanbul prisons, where prison staff have been taken hostage during solidarity protests. Counting yesterday's toll, twenty-seven prisoners have been beaten to death in Turkish prisons since 1995. Most of these deaths occurred when gendarmes were sent into prisons to "restore order," usually with extreme brutality. Warders employed by the Justice Ministry provide the internal security for all prisons in Turkey, but the external perimeter of prisons is guarded by gendarmes under the authority of the Interior Ministry. These gendarmes are trained for anti-insurgency in southeastern Turkey rather than for the difficult task of dealing with prison disturbances. The gendarmes seem to view such prison unrest as an opportunity to settle accounts with prisoners who are alleged to have connections with illegal armed groups that may be fighting security forces elsewhere in the country. All those killed were prisoners remanded or convicted for offenses under the wide-ranging Anti-Terror Law. The names of the dead include: ?mit Altintas, Abuzer ?at, Aziz D?nmez, Mahir Emsalsiz, ?nder Gen?aslan, Habib G?l , Zafer Kirbiyik, Erkan ?zkan, Ahmet Devran Sallan and Halil T?rker. Message-ID: The Turkish state, which rejects any kind of negotiation attempts with the political prisoners and other democratic organisations about the situation in the prisons, rather increases the oppression and repression. At the moment the Istanbul bureau of IHD, the major human rights association of Turkey, is being raided. The lawyers from HHB, People's Law Bureau, and other democratic movements went to the bureau in order to support them. As you might remember, the lawyers from IHD were arrested yesterday in Istanbul when they attempted to protest the massacre at the Ankara Ulucanlar prison and the consequent attacks of the state against the political prisoners in other prisons. We invite you to protest the Turkish state by all means. Time is of life importance.
