[Telecentres] geographical represntation for vice chairs sounds good

Hello People,
Geographical representation for the positions of Vice Chairs either
through volunteering or nomination sounds good. I believe there is a
high probability of problems/ issues/needs regarding a particular
geographical area being common to most. A geographically represented
Vice Chair could adequately represent most matters in regard to that
area.
this is a good step. lets keep working on it.
