Hi Taran,
Do you know about the Alernet (www.alernet.org)? You have currently a
list of agencies subscribing to this service that are operating in the
region, with the contact of the persons in charge (it may not be the
final contact on site, but could be a way to get it).
In addition there could be complementarities between ARC and Alertnet
services.

I apologize for the crosspost, but I'm at wit's end trying to figure out
who to contact. Bear with me.
I'm the project coordinator for Alert Retrieval Cache (ARC), which Andy
Carvin mentions here:

What I am trying to do is get a hold of agencies operating in the region
who might see some benefit in all of this. It's amazing how difficult it
is to find contacts to help people in Aid agencies... this system, once
out and in the field, can help coordinate assistance and aid. There are
a few details that need to be worked out, but none of them require money
- the ARC is available at no charge for aid agencies operating in the
area. It's a closed system, and can allow relief workers to send
information to systems in operating centers. All it requires are some
people in the operating center to subscribe to the list.
Feel free to forward this message to anyone you think might have a
remote chance of knowing someone who can use this system.
