Context
Over the past years, e-government has been promoted as a silver
bullet for governments in developing countries and developed
countries alike--in developing countries, as a necessary pre-
condition for economic and social development, in developed countries
as a way of enhancing citizen engagement and overcoming the
"democratic deficit". Decision makers were convinced that the use of
information and communication technologies would improve the
operational efficiency and effectiveness of, often cumbersome,
government operations. Some in Developing Countries went even further
and portrayed e-government as a solution against corruption, a
problem afflicting many such countries.
Several e-government initiatives are well under way. This special
issue of the Journal of Community Informatics invites papers that
explore and evaluate the achievements in local e-government projects
and e-governance activities in the Developing World and particularly
in the context of promoting and sustaining local e-governance and
community civic empowerment. What have been the experiences with
these projects, are there theoretical issues specific to Developing
Country contexts, how does e-government contribute to effective local
e-governance and community empowerment, have the expectations been
met and have local communities benefited from the initiatives? Most of
the projects introducing e-government in Developing Countries
were based on the models and experiences in the Western world.
However, the cultural and historical situation in Developing
Countries differs significantly from this. This special issue is
especially interested to receive papers that propose new experience-
based models for the design and implementation of e-government and
for enhancing local e-governance.
Timeline
- October 30th 2006: Deadline for submissions
- November 30th 2006: Reviews completed, feedback send to the authors
for re-visions.
- January 5th 2007: Final papers due
- February 2007: Publication
Procedure
Authors are encouraged to contact the special issue editors to
ascertain fit of their work with the special issue. Manuscript (in
Open Office or PDF format) should be submitted as an attachment to an
email to Victor van Reijswoud: victor at umu.ac.ug and Arjan de Jager:
ajager at iicd.org. The email subject should be JoCI Special Issue
Submission. You will normally receive an acknowledgment within a few
days. Please provide email addresses for all authors. All manuscripts
will be screened by the guest editors prior to sending them out for
review.
