People arent allowed to build on land if it disturbs badgers
so they wait until the badgers leave a set empty
then build, - so badgers cant return a few years later.

If there's a huge cull of badgers
they'll be able to build houses on old badger territory,
thus the badgers will never be able to return
even at present numbers
