Peoples Assemblies for Land and Housing Crisis

This is a response to the email sent out about what has happened in 
France with the DAL (Droits Aux Lougement - "The Right to Housing") 
after they occupied a building of 1000sq metres in front of the Paris 
Stock Exchange, who, in collaboration with other groups including Jeudi Noir & Macaq, founded Ministere De La Crise Dulogement (Ministry of the Housing Crisis). As a result, Chirac and Sarkozy (the New Right Wing Presidential candidate) conceded to giving statutory power to the

strategy for the presidential elections. Dominique de Villepin, Chirac 
and Sarkozy agreed to implement an enforceable right to housing, 
claiming that that this legal precdent exists in Scotland.

Response from Jim from Advisory Service for Squatters:
”Very interesting and good stuff. But there is no "legally enforceable 
right to housing" in Scotland, so Dominique de Villepin is talking 
nonsense. But there is a legally enforceable right to housing available to SOME people (those who fall into strictly defined 
"priority need" categories -mainly people who have dependent children 
living with them), just the same as in England, Wales and the north of 
Ireland. The definition of the "priority need" categories has been made a tiny tad more liberal in both Scotland and Wales, that's all. There is still no GENERAL right to housing anywhere in the UK and none in the European Convention on Human Rights, either. The loopholes in the very limited legislation in all parts of the UK are numerous and are being constantly widened by the courts at the instigation of local councils.”

right to housing, while the news headline was on the housing crisis and 
homeless, and while Nicolas Sarkozy was formally enthroned as the 
presidential candidate of France's ruling party with his words /«ça va 
encore même mieux que bien»/
the police in Saint-Denis (Seine-Saint-Denis) rioted with "violence" a

The No-Vox network will be at the parallel forum of shantytowns and the 
Caravan of the Zambian Social Forum in Nairobi and in France, to the 
relay-Forum, dubbed Espace Zapatista, organized in Marseille during the 
WSF.

(PCF) asked for Monday an investigation into the behavior of police 
officers who would have intervened with "violence" Friday on a Romanian 
camp in Saint-Denis. "Several tens of police officers" made irruption 
Friday morning in the camping of Hanul, avenue of president Wilson, 
where they would have intervened "with a violence", according to the 
association, which requires in an official statement "that an 
investigation into the made exactions be immediately open" and claims 
"sanctions". "the police officers broke the caravans, threw their 
contents outside, broke the panels, left force their occupants by 
trailing them by ground or by threatening them - including children - 
with their weapons", Parada continues. According to association, "police 
officers - doped by the immonde example of the American soldiers to the 
prison of Abou Ghraib? - were caught mutually in photograph the foot on 
their thrown human trophies with ground ". It denounces "a step crossed 
in the abjection" and organizes a press conference Tuesday morning with 
the town hall on the spot. According to a police source, the operation 
was carried out by manpower of the Criminal Investigation Department 
(PJ) of Seine-Saint-Denis, and not of the local police officers. 
Contacted, the PJ did not wish to answer the questions of AFP . /

menaçant - y compris des enfants - avec leurs armes", poursuit Parada. 
Selon l'association, "des policiers -dopés par l'exemple immonde des 
soldats américains à la prison d'Abou Ghraib ? - se sont pris 
mutuellement en photo le pied sur leurs +trophées+ humains jetés à 
terre". Elle dénonce "un pas franchi dans l'abjection" et organise une 
conférence de presse mardi matin avec la mairie sur les lieux. Selon une 
source policière, l'opération a été menée par des effectifs de la police 
judiciaire (PJ) de Seine-Saint-Denis, et non des policiers locaux. 
Contactée, la PJ n'a pas souhaité répondre aux questions de l'AFP, s'en 
remettant au parquet de Bobigny, lequel n'a pu être joint immédiatement.

Vendredi 5 Janvier, au petit matin, une troupe de plusieurs dizaines de 
policiers a fait irruption dans le camp Rrom du Hanoul, en Seine saint 
Denis. Avec une violence inouïe, les policiers ont éventré les 
caravanes, jeté leur contenu dehors, brisé les vitres , sorti de force 
leurs occupants en les traînant par terre ou en les menaçant - y compris 
des enfants- avec leur arme.
Cette insupportable atteinte aux droits de l'homme les plus élémentaires 
ne visait pas cette fois-ci l'expulsion de populations décrétées 
indésirables. Le 1er janvier dernier, la Roumanie est entrée dans 
l'Union Européenne, rendant caduc le protocole d'accord signé en 2002 
par Nicolas Sarkozy avec son homologue roumain : désormais les citoyens 
Roumains résidant en France ne sont plus expulsables . Alors ? Faut-il 
voir une manifestation de dépit dans cet acte de sauvagerie perpétré en 
toute impunité par des policiers de Saint Denis dont la réputation n'est 
plus à faire ? Rappelons que le commissariat de Saint Denis - dont 
plusieurs membres ont par ailleurs fait récemment l'objet de 
condamnations officielles dans des affaires de moeurs - n'en est pas à 
son coup d'essai. Le 22 Août dernier, ce sont 85 policiers qui avaient 
fait irruption dans le camp du Hanoul occupé par ... 73 Roumains ! Pour 
le mettre entièrement à sac avec le même mépris absolu de toute dignité 
humaine.
Cette fois-ci , on a franchi un pas de plus dans l'abjection. Non 
contents de menacer des enfants avec leurs armes à feu, des policiers 
-dopés par l'exemple immonde des soldats américains à la prison d'Abou 
Ghaïm ? - se sont pris mutuellement en photo le pied sur leurs 
"trophées" humains jetés à terre, rappelons-le, des citoyens Roumains de 
l'Union Européenne.
Médiateur social , au travers des ateliers qu'elle anime auprès des 
enfants depuis l'ouverture du terrain du hanoul en 2003, l'association 
Parada-France demande que soit immédiatement ouverte une enquête sur les 
exactions commises le 5 janvier dernier par la police républicaine de 
notre pays. Elle réclame que des sanctions soient prises et fait part de 
son dégoût et de sa tristesse face au désarroi et au traumatisme de gens 
qui survivent déjà dans des conditions difficiles , au gâchis que 
représente de tels actes de barbarie sur leurs efforts d'intégration.

Participation du réseau *No-Vox *au Forum Social Mondial
20-25 janvier 2007 à Nairobi

Le réseau No-Vox sera présent au 7ème Forum Social Mondial à travers la 
participation de plusieurs mouvements de lutte des « Sans » de France, 
de Belgique, du Japon et du Mali : Droit au Logement, Droit Paysan, Agir 
ensemble contre le Chômage !, Association pour l'Emploi, l'Information 
et la Solidarité, Droits Devant !!, Association japonaise de soutien aux 
travailleurs précaires et aux sans-logis, Association Cherche Midi de 
Bruxelles, Association Malienne des Expulsés.

Cette participation constitue l'un des objectifs du réseau à savoir « 
renforcer l'auto-représentation des luttes, des revendications et des 
alternatives dans les forums sociaux par les mouvements » et « faire 
vivre un espace permanent d'échanges sur la base de convergences et de 
solidarités concrètes ».

No-Vox, comme à chaque forum, organisera une Assemblée Générale des « 
Sans » ( le 23 janvier ) des mouvements de lutte afin de rassembler des 
hommes et des femmes du monde entier, de dresser un état des lieux des 
luttes, d'échanger et d'analyser leurs pratiques et leurs alternatives. 
Cette assemblée permettra de montrer des images sur les différentes 
luttes de « sans » et de porter plus largement les questions de 
précarité, pauvreté et populations en situation de relégation sociale, 
économique, civique et culturelle au coeur des forums sociaux.

Des rencontres seront organisées également avec les mouvements 
anti-libéraux du Japon, le Mouvement des Dalits (NCDHR), la Marche pour 
les Droits de l'Homme des Etats-Unis et ses mouvements s'associeront aux 
activités de l'espace urbain et celui des femmes. No-Vox participera à 
l'Assemblée des migrants et à l'Assemblée finale des mouvements sociaux 
le 25 janvier.

No-Vox a pris connaissance de deux événements parallèles : le forum des 
bidonvilles et la Caravane du Forum Social de Zambie auxquels le réseau 
souhaite porter sa solidarité.

En lien avec la France, le réseau No-Vox sera connecté au Forum-relais, 
dit l'Espace Zapatiste, organisé à Marseille pendant le FSM.

The No-Vox Network will be present at the 7th World Social Forum with

Against Unemployment), Association pour l'Emploi, l'Information et la

Droits Devant!! (Rights Up Front!!) Japanese Association of Support for 
Marginalized Workers and the Homeless, Cherche Midi Association of 
Brussels, Malian Association of the Deported.

This participation expresses one of the network's aims, i.e. "to 
strengthen the representation of struggles, demands and alternatives in 
social forums by the movements themselves" and "to organize a permanent 
exchange of support based on convergence and concrete solidarity".

No-Vox, as it does at every Forum, will organize a General Assembly of 
the Have-Nots (January 23rd) so as to unite movements involving men and 
women from around the world,
talk about the present state of our struggles, exchange and analyse our 
practices and the alternatives we propose. In this assembly, we will 
show images of the different struggles by the world's "have-nots" and 
carry the problems of precarity, poverty and social, economic, political 
and cultural exclusion to the very heart of the social forum.

Meetings will also be organised with the anti-free market forces of 
Japan, the Dalit movement, (NCDHR), the Human Rights March from the USA 
and these movements will be associated with the activities of the urban 
and women's areas. No-Vox will participate in the Assembly of Migrants 
and the Final Assembly of Social Movements set January 25th.

No-Vox has been informed of two parallel events: the forum of 
shantytowns and the Caravan of the Zambian Social Forum to which the 
Network expresses its solidarity.

In connection with France, the No-Vox Network will be connected to the
