Dear AP,
The Poll Tax had nothing to do with capturing land values. It was, infact, the complete opposite, as it was a charge per head irrespective of wealth (which would include asset value of property).
The Council tax reverted back to the previous system, whatever it was called, factoring in a different tax rates for different housing valuations.

Who made the suggestion of a tax on the value....wasn't that the Tory poll
tax of the nineties? It all sounds like inflation once again has failed to
be recognised.
