Re open spaces in Plymouth (Andrew)

Dear Andrew & all

When open spaces in Berwick were threatened with development locals fought to get them accepted as "Village Greens".   You need evidence of public recreational use, which was very easy in our case.  I wouldn't put much confidence in the HA. They exist to provide homes not to mow grass.
