Boosting public and private sector funding for growth sectors of the 
economy should be regional development agencies' "defining role", the 
business secretary has said.

Lord Mandelson confirmed the RDAs’ role in pushing so-called "industrial 
activism" while launching a £35 million fund for business start-ups in 
the North-West this morning.

"The next industrial revolution will, once again, be driven by the 
regions, just as Britain's first industrial revolution was," Lord 
Mandelson said.

He added: "It won't be cotton, but it will be bioscience, or green tech, 
or precision engineering or creative industries. Industrial activism has 
to be built on precise regional knowledge of what is needed in terms of 
infrastructure, investment and training.

"I see the RDAs taking a leading role in this. Indeed I believe it 
should now be their defining role."

The £35 million Business Start-Up programme is spread over five years 
from 1 April 2009, and will be spent on support, advice and training for 
new and fledgling businesses.

Money comes from the North-West Development Agency, which will provide 
£26.6 million and the remainder comes from the European Regional 
Development Fund.

The programme can be accessed through Business Link Northwest.
