  The government web site where people can post their suggestions for 
repealing laws, has a suggestion on Living in a temporary dwelling on 
your own land. Although the wording may not be perfect (as the 
originator admits), it's getting quite a high rating, and plenty of 
comments, so deserves some support. I don't know if it will lead 
anywhere, but if it gets a lot of support it might.
