Italy: Citizens' proposal triggers referendum against nuclear power

My two cents wrote:

In a public speech in 2009 David Cameron, now prime minister, proposed 
to introduce citizen instigated referendum at local and national levels. 
Legislation currently in parliament (Localism Bill) contains the right 
of citizens to veto council spending and to initiate a referendum on any 
local matter.

These proposals have received scant attention from pundits and mass media.
