held at the Brewery Conference Centre, London, on 1st November 2012.

has continued its determination to create growth
that is strong, sustainable and balanced, with
the decentralisation of power from Whitehall to
local businesses and local authorities.

On 13th December 2010, the Localism Bill was
introduced to Parliament, and was given Royal
Assent on 15th November 2011, becoming the
Localism Act. The Act is a means to remove the
bureaucratic burdens placed upon local
communities, and to promote local democracy and individual responsibility.

Underpinning the Governments approach to the
decentralisation agenda are the Localism Bills five key measures:

Neighbourhood planning
Housing
General power of competence
Empowering cities and other local areas

will discuss these measures, and examine how they
can provide communities with sustainable futures and a platform for growth.
