Great little 4 page article this not available online - which asks 
those niggling questions which call this entire localism planning 
malarky into question.

'Communities will not easily forgive politicians, central or local, 
if the invitation to spend enormous effort does not bring with it 
power over the development of their neighbourhoods.
Neither will they forgive a planning profession for siding with a 
system that makes it difficult or even denies a golden opportunity to 
have real choice over the content, quality and design of the 
environment in which we all live'
