TUC Fringe meeting:
The Institute for Employment Rights will be holding a fringe meeting at TUC
congress, in conjunction with the Campaign for Trade Union Freedom.
The event, "Protect the Right to Strike: Kill the Bill", will provide an
update on recent developments regarding the Trade Union Bill, a discussion
of the growing resistance against the bill, and consider how best to oppose
the bill moving forward.
It will gather together some of the most vocal opponents to the Trade Union
Bill, including Frances O'Grady, John Hendy QC, Professor Keith Ewing, John
McDonnell MP, Mark Serwotka and Chris Stephens, (SNP) MP.
Accompanying the event is the release of two new publications from the
Institute of Employment Rights; Protect the Right to Strike: Kill the Bill,
by Professor Keith Ewing and John Hendy QC and the Conservative Government's
proposed strike ballot thresholds: The challenge to trade unions by
Professor Ralph Darlington and Dr John Dobson.
The fringe meeting will take place in the Regency Room in the Old Ship
Hotel, Kings Road, Brighton, BN1 1NR - on Sunday 13 September,7pm or the end
of Congress.

Trade Union Freedom, is an essential tool for those hoping to defeat the
proposals in the Bill. The publication provides a straightforward analysis
of the contents of the Bill, explaining the ideological intentions behind
them and the consequences they will have on employment rights and trade
union freedoms should the Bill be passed.
The authors characterise the Bill as "a full frontal assault on the
industrial and political freedoms of the trade union movement, a strategic
part of the government's austerity policy..and an authoritarian announcement
of the Tories utter contempt for civil liberties and human rights".
They conclude by saying that the measures in this Bill will not be defeated
in court rooms or lecture theatres but in political and industrial arenas.

Government's proposed strike ballot thresholds: The challenge to trade
unions the authors consider one particular element of the bill - ballot
thresholds - and explore the justifications behind their potential
introduction. The publication looks at strike ballot participation rates in
general and takes a retrospective look at the impact the current proposals
would have had on past strike action. According to their database, the
authors conclude that 3.3 million workers would have been denied the right
to withdraw their labour under this Government's proposed laws. Given the
seriousness of this impact, the authors go on to consider some important
issues - why do some members not vote? Are non-voters against strikes? How
does the current balloting process affect the level of participation? They
conclude by discussing the likely effect of the proposals if they are
implemented and the labour movement's likely response if the Bill becomes an
Act.
