  Saludos afectuosos

  Dear Mr. Geiger

We thank you for helping to resolve the matter of caucus inputs for the 31 May 2003 deadline.

We send this letter on behalf of the Civil Society Content and Themes Working Group and the thematic caucuses within Civil Society thematic to clarify their relationships and how they work.

Development of Content by Civil Society:

Two types of entities are involved in the production of content: Thematic Caucuses and the Content & Themes Group.

Caucuses have the responsibility of developing positions. A number of caucuses exist, each representing particular thematic areas and geographic regions (e.g. Internet governance, human rights, and communication rights). The mandate of the caucuses derives from a consensus view reached by the Civil Society Plenary at PrepCom-1.

The Content & Themes Group receives and coordinates inputs from the caucuses, seeks broad levels of consensus on them, manages the production collective input into WSIS. It does not itself develop content. The mandate of the Content & Themes group also derives from a consensus view reached at PrepCom-1.

Neither the Civil Society Bureau nor other types of entities of its creation, such as "families," have responsibility for content.

Given these relationships and functions, we think that it is important for the caucuses to be recognized in their own right. The Content & Themes Group has coordinated and submitted input to the Secretariat in the past on behalf of the Civil Society Plenary and the its Caucuses -- and will likely do so when future opportunities exist -- but it is necessary for caucuses to have the flexibility of submitting input directly.

We trust that the Secretariat will recognize this requirement.

Status of the Civil Society Content & Themes Process

The Content & Themes Group has been working closely with the caucuses since PrepCom-2. Following a consultation it opted not to send a joint document for the May request by the Secretariat. Instead, the caucuses decided to submit proposals directly.

The Content & Themes Group is now coordinating work among the caucuses on a priorities document based on the inputs they prepared for the May deadline. This document will be submitted to the Secretariat and made available to the public.

  Sincerely,

Sally Burch and William J. McIver, Jr.
