advice please?

Can anyone help me help an elderly man I know who's had a letter from the council saying he owes £900 in overpaid housing and council tax benefit and he has to pay the whole amoint in full in two weeks! He's really worried about this and will go and see the Citizens Advice but is there any group that can give him help or represent him?
